2019 Exclusive Negotiating Agreement Approved

Council approves Exclusive Negotiating Agreement (ENA) with The Robert Green Company. Leading up to the Council meeting, Interim Town Manager Ken MacNab sends all public comments to Robert Green as they come in.

 

The Council unanimously approves an ENA with RGC. The 3 preliminary schemes included in the agenda packet show that the entire Civic Center area is subject to private commercial and high-end residential development, while Telfer East is under consideration for a new civic facility.

 

Council member Debora Fudge points out that the street meant to separate the Town Green from the commercial development is missing, but the Council does not discuss the increased scope of the commercial development.

 

The ENA outlines three phases. Phase 1 requires the developer to submit three development alternatives within 90 days.

 

Foppoli and Fudge are appointed to a committee to advise staff working on the project.

 

The Town is already in property negotiations with Mike Telfer, who reaches out to Robert Green and invites him to lunch soon after the meeting.

The ENA is executed and Phase 1 begins.
There is no public update within 90 days (early September). At the October 16, 2019 Council meeting, the Town Manager mentions in his oral report that he is meeting with RGC at the end of the month and expects the preferred alternatives to be ready for presentation by early 2020. Phase 1 has a “hard” end date of 165 days from June 6 (mid-November), with the possibility of a 3 month extension.
