Phase 2 Begins

Town hosts a community meeting for RGC to present their proposal​. Robert Green gives the same presentation that he will give at the
February 12 Council meeting.

February 12, 2020
Council selects the most expansive of 3 development schemes​. The 3 alternatives are presented by RGC, followed by a preliminary financial analysis from consulting firm Keyser Marston. The analysis, based on information provided by RGC and Town officials, projects that the 3rd alternative would generate sufficient revenues to fund a proposed multi-purpose civic building and police station.
The Council selects the 3rd alternative, which calls for a 151-unit hotel, 87 residential units designed for short term rental, retail spaces, meeting rooms and an event space, in a development that spans the entire current Civic Center area and removes the Sparks Veterans Memorial Stage. A pedestrian path connects the commercial development to the Town Green.
The Library, Town Hall and Windsor Unified School District (WUSD) offices are relocated to a new facility to be built on Telfer East. The Police Station is relocated to Telfer West, at Old Redwood Hwy and Windsor Rd. The site, currently zoned for medium-density residential development, is owned by Mike Telfer.
Not all the Phase 1 developer obligations have been met. For example, there are site plans for each alternative, but no floor plans or conceptual elevation drawings.
Some community members write or speak out about the discrepancies between the Visioning Plan and the proposal. The Council does not address the issue.

WUSD commits to project, Phase 2 of ENA begins​. The commitment is announced at the May 27, 2020 Joint Council/WUSD meeting. Phase 2 requires the developer to submit a Development Alternative Package within 60 days (early July).

Council grants a 1 year plus 60 day extension of Phase 2​. The Council approves the extension at RGC’s request, citing the Covid-19 pandemic. The date for the developer’s submission of the Development Alternative Package is revised to within 1 year and 60 days from the commencement of Phase 2.

​October 16, 2020
Town posts a partial revised plan from RGC​. Shortly before the November 2020 General Election and after complaints about the removal of the Sparks Veterans Memorial Stage in the RGC plan, the Town posts a revised ground level plan that restores the stage and replaces the proposed event space with a market hall. They announce that Makr Hospitality has been engaged as the hotel operator.

Foppoli is elected Mayor​. Foppoli’s election creates a vacancy on the Council. A special election is held on May 4, 2021 for the at-large seat. Rosa Reynoza, who is opposed to the RGC proposal, wins the election but must recuse herself from participation because she lives near the project site.
