Our Civic Center – Our Future
Who is the HWA?

The Mission - The Heart of Windsor Alliance (HWA) is a growing group of Windsor residents who are dedicated to retaining the family-focused character of the heart of Windsor: the Civic Center Campus and the Town Green.

We are dedicated volunteers who monitor Civic Center Campus related Town of Windsor projects and actions. Where necessary, regulatory agencies and other resources are utilized to research and distribute the most accurate information relevant to the HWA Mission.

We approach our concerns and issues from a perspective of providing knowledge and credible resources to assist in the empowerment of community members.
HWA’s Backstory
In early 2020, at a Windsor community meeting, a Civic Center Project was unveiled by The Robert Green Company. The Town Council agreed to start negotiations on a development proposal presented as a private/public partnership including a large hotel/residential condo complex and restaurant/retail shop complex. The proposed plan would tear down and relocate Town facilities currently located adjacent to the north and east sides of the Town Green including City Hall, the Police Station, Huerta Gym and the library.
In response to the presentation, a small group of interested Windsor citizens gathered to share ideas and concerns related to the Proposal. The result was the formation of the Heart of Windsor Alliance (HWA) for the purpose of information sharing, educating the community and advocacy.
Citizens in the HWA seek to be heard and considered in order to readily have an impact on major decisions that affect our community and potentially negatively alter the highly-popular features of our Town. By researching and sharing information and resources, we have become informed Citizens of Windsor who advocate maintaining the family-friendly, small town feel of Windsor’s Civic Center Campus and Town Green area for the benefit of present and future generations.

Guiding Principles
We, the Heart of Windsor Alliance, believe that it is time to take back the power of citizen representation and return our Civic Center/Town Green to the family-focused values and vision described in the Town’s planning documents.

We do not “hate change”, but oppose change that doesn’t benefit, nor is supported by, an informed collective community.

We believe that the Town of Windsor (TOW) frequently doesn’t listen to the multitude of voices and views of the community, often because that is how the TOW government has historically operated.

We believe that the Citizens of Windsor can take back control of our community in a way that will bring different interests together.
